Title: Petition for a Proclamation to Save East Tennessee Rebels Signer : Thomas William Humes, 1815-1892 Signer : Edward Jackson Sanford Date Created: 1865-05-18 Abstract: Prominent Knoxville citizens such as Thomas W. Humes, Episcopal clergyman and later president of the University of Tennessee, E. J. Sanford, owner of a drug firm, and W.C. Kyle are among the petitioners who ask Governor Brownlow for a proclamation to protect those who sympathized with the "late Rebellion." According to the petition, rebels who return under the parole agreed at the end of the war have been greeted by violence and threats. The petitioners worry of impending lawlessness if the situation is allowed to continue. They ask the governor to issue a proclamation instructing those with grievances against the former rebels to use peaceful and legal means through the courts. The petition has more than two pages of signatures. Governor Brownlow issued the requested proclamation on May 29, 1865.
