Gilmore was born into slavery under Captain Nathaniel Grant in the Bradley County area of Tennessee on March 29, 1856. Mrs. Tina (or Tena Gilmore began teaching in the African-American schools when black teachers began to replace white teachers in those schools. According to different local newspaper stories, Mrs. Gilmore was the youngest of seven or nine children born to Nathaniel and Caroline. She died on October 22, 1957 at the age of 101 years. Her major involvements were with the Mechanicsville Citizens for a Better Community, Solutions to Issues of Concern to Knoxvillians (SICK), the Mayor's Task Force for Revitalization of Mechanicsville, and the Knoxville Beautification Board. A native of Knoxville, Miss Delaney earned her bachelor's degree at Knoxville College and did graduate work at TSU, Columbia University and The University of Tennessee. Among the many honors she has received are the Mayor's Certificate of Appreciation for community service (1979), honorary membership in the TN House of Representatives (1984), the Golden Apple Award for Teachers (1986), and thhe Presidential Citation from the National Association for Equal Opportunity in Higher Education (1986). Throughout her distinquished career, Ms. Delaney has been a community activist, and champition of equal opportunity in public and higher education.
