Wallace, the Secretary of Agriculture, deals with adjustments made to tobacco production in accordance with the New Deal program, The Agricultural Adjustment Act, ammended on May 12, 1933. The purpose of the Act was to pay farmers to reduce their crop area, and thus increase its value. The Act was considered the first farm bill, and the beginning of what are referred to today as agricultural subsidies.
