In its second year the University Libraries' Digital Library Center project has made significant progress in the development of an infrastructure to support the creation of digital scholarly collections. We have also made significant progress towards completion of several initial projects.
Grant activity: One of the performance benchmarks of the DLC project was to secure one major grant within two years. There are now two grants awarded by the Institute of Museum and Library Services underway, and a third grant has been proposed. The Tennessee Documentary History Project is in its second year. The second IMLS grant was awarded last November, is titled Digital Access for WPA Photographs of TVA Archaeological Projects, and is a collaboration with the McClung Museum, and museums at the University of Alabama and University of Kentucky. This is a 2-year $245,000 grant.
A third IMLS proposal submitted May 2003 is titled National Digital Library for the Legacy of the Manhattan Project and will digitize 3,000 currently unavailable primary sources in a collaborative effort with the Office of Scientific and Technical Information (OSTI) and Oak Ridge National Laboratories (ORNL). The proposal calls for a 2-year $900,000+ project.
Digital collection projects: A second performance benchmark of the DLC project was to create at least one nationally recognized digital collection within three years. The DLC is involved with more than ten projects, and several will be highlighted here. The main DLC web site refers to all ongoing projects:

- UT Scholars Archive (http://diglib.lib.utk.edu/utj/). In the long term, the Scholars Archive will provide a structure to improve access to scholarly information while assisting faculty in the dissemination of their research. The initial phase of this endeavor has been a pilot project, with volumes for 2000 and 2001 of the Journal of Economic Issues now searchable in full-text online. This pilot went very well, and the DLC is now proposing further digitization, including several years of back volumes to test the cost model for outsourcing production work to an offshore vendor.
- Electronic Theses and Dissertations: Go to http://diglib.lib.utk.edu/etd/etd-search.php Try a search for "Tennessee" in the Description Keyword and you'll see all records loaded to date.
- Great Smoky Mountains Collection (http://diglib.lib.utk.edu/cgi/i/image/image-idx?g=gsmc;xc=1;page=searchgroup).
- Open Archive Initiative: OAI is a rapidly growing worldwide collaborative for sharing scholarly digital content. It uses a standard format to allow digital objects to be harvested for re-use in multiple projects. The DLC has been an early participant in the OAI project, and we have committed to making all of our digital content available to be harvested by others. Development activity: A third performance benchmark of the DLC project was to raise an endowment and initiate cost recovery programs within five years. As of this date there has not been significant progress toward this goal. The Library does have a Technology Endowment Fund, but there has not been noteworthy donor interest to date. You may recall that we had previously created a set of "talking papers" to introduce the DLC to prospective donors, and we are working with our development person, Erica Clark, to generate ideas to move forward on this goal.
Staffing: The Libraries made a long-term commitment to our digital library efforts this past year with the hiring in January of a full-time tenure-track Metadata Librarian position. The DLC also submitted a revised two-year budget mid-way through this second year in order to fund a full-time programmer position. We hired Jody DeRidder, and her presence has enabled an acceleration of our progress.
Other progress: DLC has been focusing time on outreach, with presentations by Anthony Smith, Digital Initiatives Librarian, at the Scholarly Publications Symposium last September and the Tennessee Librarian Association conference this past April. Anthony also is consulting with Blount County Public Library and the UT Law Library to share our expertise and experience with them.
Budget: Attached is the 2-year budget that was revised during this past year to enable the hiring of the programmer position. The only variation from this budget is that we are trying to be frugal in order to stretch our funding into the fifth year, and therefore expenditures for FY03 are somewhat below what was budgeted.
